As part of the 2012 Watershed Management Plan, the city employed a 3-tiered approach to identify problem areas and opportunities for improvements to water quality to meet Chesapeake Bay total maximum daily load (TMDL) obligations.

An analysis of citizen complaint records
A review of the recommendations from previous watershed management studies
The projects were then prioritized using a scoring system that was developed with the assistance of the citizen's Watershed Advisory Committee.
The list of current stormwater capital projects are a combination of those identified in the Watershed Management Plan with the highest priority and work done in conjunction with other capital projects.
