(TO21-01) ORDINANCE TO AMEND, REENACT, AND RECODIFY CHAPTER 14, “ENVIRONMENT,” ARTICLE III, “NOISE,” OF THE CODE OF THE CITY OF FALLS CHURCH TO REMOVE PROVISIONS DEFINING VIOLATIONS AS THOSE THAT DISTURB A REASONABLE PERSON, CREATE AN EXCEPTION FOR SMALL POWER EQUIPMENT OPERATION DURING DAYTIME, AND ALLOW LONGER DAYTIME HOURS IN COMMERCIAL AND INDUSTRIAL DISTRICTS
