Status: Final Review and Bid Phase
Final design is complete and utility conflict coordination is underway. Bid phase will start in summer 2023.
About the Project
While the 1100 and 1200 blocks of Lincoln Avenue is in the Ellison Branch watershed, its frequent flooding is a result of the neighborhood not installing a storm drainage system when it was redeveloped. Large homes on the southwest side of the street were built on average lot sizes without adequate on-site stormwater management when they were built in the late 2000s. During substantial storms, water runs down Sycamore St. onto Lincoln Avenue, overtopping the curb, and flowing into the yards of these properties, often flooding lower floors of homes that are below street level.
The project will extend storm sewers, regrade areas that restrict overland surge flow, and make curb modifications that will detain and redirect flow away from homes.
In 2020, the Stormwater Task Force identified the Upper Lincoln Avenue project as one of six priority projects due to first-floor flooding of the houses along Lincoln Avenue.

Funding
The project is funded by a grant from the EPA and local stormwater funding.
