Project Status and Process

  • A City Council Meeting Work Session is scheduled for Tuesday January 16, 2024. This is not a public hearing, but public comments will continue to be accepted. Please email Laura Arseneau at larseneau@fallschurchva.gov. The meeting will start at 7:30 p.m. in City Hall. 

On August 7, 2023, City Council held a First Reading and referred the project out to the City Boards and Commissions. The applicant submitted Submission 2.2 for a Comprehensive Plan Amendment and Special Exceptions on October 6, 2023. The Planning Commission and Boards and Commissions joint work session took place on September 6, 2023, at 7:30 p.m. at City Hall. A second Planning Commission Work Session took place on September 20, 2023. The Planning Commission recommended approval of the project on October 18, 2023.

About the Project

The Quinn/Homestretch Development is a new senior living and mixed-use development project by Quinn Enterprises, LLC.

  • 233 senior living residential units- 145 independent living units, 56 assisted living units and 32 memory care units
  • Ground floor retail of 14,949 square feet, with additional restaurant use(4,846 sf) 
  • 3 story partially underground parking garage with 292 parking spaces
  • Building height request of up to 115 feet
  • Voluntary Concessions include contributions to the library and parks and accessory dwelling units; dedicating a space to a civic/non-profit uses, creating of green spaces and public plazas, installation of historic markers and provision of electric vehicle charging stations.

Location

The total site area is approximately 81,022 square feet (1.86 acres). The following properties along S Washington Street and S Maple Avenue are included in the development proposal under the current application: 350 and 360 S Washington Street (RPC #55-306-026 and #55-306-027) and 303 S Maple Avenue (RPC #55-306-028).
